WAM ACTION: 2/19/18 The SOS office clarified bill would impose civil penalties for any candidate under any election, including municipal, fails to file any required reports under W.S. 22-25-106. The candidate must file their reports within 14 days to avoid a potential $500 state penalty and $200 county clerk penalty. This bill also clarifies the process to file a complaint against any Election Law. County clerks brought amendment to change from 14 days to 21 days 'from the day the notice was sent'. |

| This bill proposes to repeal municipal authority regarding extraterritorial jurisdiction as provided since the 1940s for developments in counties; the bill, in essence, removes approval authority by cities and towns. WAM ACTION: 2/20/18 WAM testified in opposition stating members were concerned this would eliminate a municipality's ability to properly grow development. The county supports since it removes all authority of municipalities in the county 1/2 mile zone. HB0013 and HB0014 are conflicting so discussion on the floor will have to determine which bill to move forward. WAM ACTION: 3/2/18 Following collaboration with WCCA, a substitute bill for HB0014 was forwarded to be considered in COW. During Senate Corporations meeting, Senator Scott moved to move HB0013 along as a back-up in case the amended HB0014 was not considered. This is an odd move since both are very much in conflict of each other. WAM will watch as both are voted on in the Senate. WAM opposes HB0013 but can support the amended and substitute HB0014. HB0013 was not advanced in the Senate as the conflicting HB0014, as amended, was passed. |

| This bill proposes to restrict municipal authority regarding extraterritorial jurisdiction as provided since the 1940s for developments in counties; the bill, in essence, restricts approval authority by cities and towns. WAM ACTION: 3/2/18 WAM has testified in opposition throughout interim, in the House Corporations, and in Senate Corporations to HB0014 as it was originally written. Through collaboration with WCCA (county association), a joint bill was drafted on 3/2/18 that is being drafted by the LSO. The revised HB0014 appears to improve joint planning with clear direction for plat approval but the county. In the committee, the effective date of 1/1/2019 was approved by the sub-committee in order to allow for a period of time for county's to update their comprehensive plans and for both city and county planners to determine how to best implement the new legislation. WAM ACTION: 3/5/18 Chairman Case presented the bill with amendments to full Senate. Amendment and bill passed COW. The final and amended bill was approved by the House. |
